"some data.00* files" is not a good description. Nobody will be able to answer you without knowing what software creates/uses those files. If it's something for mobile phone, you need one kind of guy. If it's a firmware file for some embedded device, you need different kind of guy. If it's a game datafile - again a different type of guy.

So, please try to specify in more details what are the requirements.

I'm sorry if I wasn't clear enough. Allow me to add some more details. The data.00* files are for a pc game. Most of the files in the data pack are encrypted. I'm not sure on the encryption method used tho. All the requirements I have are just to be able to extract everything that's in the file and pack it back up again so it works.
