problem attaching debugger

currently trying to attach a debugger to a .exe but it's not letting me. I am not getting an error, but it just dont attach! any ideas? (i have tried reseting the debug port with helios tool but i dont believe it works properly with windows 7 64bit. I say this because when i try to execute it it says "unable to load service manager")
